Which is the best time to go there in terms of budget? My original plan was to go there on March or April, but I heard it's more expensive (is it true?) since it's Fall or Spring (the season after Winter, sorry I'm not familiar with the different seasons..). My friend will be leaving by June or July, so I want to visit here before she leaves.

Between March ~ June, I really do not see that there would be a difference on cost.

There are holidays May 5 and May 12. Also June 6. Therefore those weekends will be more busy and expensive.

I'd probably go in late May as the weather should be warm and comfy by then. In March and early April it's still rather chilly and as of mid-June it can get rainy.

As mentioned above, cost-wise it shouldn't really matter much as long as you avoid the time around public holidays (April 9 and May 1, 5, 12 and June 6).

Heat will not be an issue even in hostels. I've never been to one here that does not have in-floor heating. You can always stay at a chin-chil-bang. Those are public saunas with a common sleeping area. No reservations are required and cost will be between 4000~10000 KRW.
