Better go to a bank than money changer. Banco De Oro is a bank available everywhere even in Malls.

Hello
The best place in Cebu City is the money changer in Robinson Mall on Fuente Osmena. This is only true for USD. When I change my Aussie dollars, the best money changer for me is in the Collonade Mall on Colon in downtown Cebu City. Regards: Jim
