In Tehran I can recommend Hotel Naderi on Jomhuri-ye Eslami Avenue. When I was there in June 2006 I paid IR 140 000 (15 dollars) for a big room with bathroom. There is no breakfast served in the hotel.
In Esfahan I can recommend Aria Hotel on Shahid Street. For a room with bathroom and TV, and including breakfast, I paid IR 135 000. It is within walking distance from Imam Square. Between Tehran and Esfahan there are many comfortable buses going each day and night and the journey takes about 7 hours. It can also be worth looking up the flights as it is not very expensive to fly within Iran.

Hi,
In Tehran I know of and may recommend Atlas Hotel on Taleghani Ave. just around the corner from the former American Embassy! they used to charge $38 as of June this year. the hotel is also just one block from a subway station, so that is nice too. if you need more assistance, please send me a VT email! HAPPY NEW YEAR! take care.bye.
