Can I go from Stuttgart to Strasbourg with a Baden-Württemberg ticket? If not, upto what station towards Strasbourg is this ticket valid?

No, you can't. Kehl is the border station on the way to Strasbourg, so you'll need a ticket from Kehl to Strasbourg.

The trains to Kehl will all proceed to Strasbourg. Just buy a ticket in advance for Kehl to Strasbourg with regional trains (EUR 3,50). Than you can stay just seated till Strasbourg.
Another possible option is to take the Strasbourg city bus (CTS) #21 from Kehl to Strasbourg. - - - Sadly Strasbourg is not yet covered by the BW Ticket. Don't know if there have been any attempts on this so far. Other cities just across the border from BW like Basel (since 2007 also Basel SBB) and Ludwigshafen (Rhineland-Palatinate) are covered by the BW ticket.

To be more precise: the B-W ticket covers everythng till Kehl(GR). There is a fine difference between Kehl and Kehl(GR) because the Kehl(GR) is the tariff changing point/borderpoint, while Kehl itself is the station.
Hence, you have to buy Kehl(GR)->Strasbourg ticket for 2.10 Euro. Don't forget the "GR" out of Kehl! Here is your virtual ticket, print it out, show to any DB cashier at any station and purchase it: http://img521.imageshack.us/img521/5208/picture9aj3.png

This is true for rail passes, like e.g. with a German Rail Pass. But the Laender-Tickets, like the B-W Ticket, are only good to stops(here: Kehl Bahnhof (station)), not to border tariff points (here: Kehl(GR)). One reason maybe that there are no border tariff points between the German states (= Laender) themselves.

You may be right with that, it's a very interesting question.
On the other side I remember, somewhere it was found, Bayern-Ticket is valid till Furth i. Wald(GR) but that could be wrong. Maybe someone can confirm than. What is interesting: even many conductors are not aware of the Town versus Town(GR) difference.

The more I think, the more likely you are correct. For instance, the Bayern-Ticket is valid in Salzburg, but Salzburg (station) is the same as Salzburg(GR) because of an old 19th century agreement between than-Bavarian Rail and than-KUK-Monarchie-Rail. Wow.
