Mexico is not a town, it is a country, therefore there is no Downtown Mexico, unless there is a place that I don't know of (which is possible)

The Capital of Mexico is Mexico aka. Mexico City.

Volaris has a shuttle to Santa Fe in Mexico City. It is not clear on their current web site whether it is free at this time. It was free originally.

To add to the confusion, when you arrive in Toluca you are arriving in State of Mexico, in the country of Mexico, but the city of Mexico is in its own federal district. Because of this Mexico City is often referred to by Mexicans as "DF", said "day F-ay".

MEXICO is refered to by the locals, here in Mexico, (The Country) as both THE CITY AND COUNTRY depending on which you are refering to and as I was talking about Toulca a small city outside of Mexico CITY it is the city I was refering to. Thank you for all your imputs.

You are absolute right, I was mistaken and forgot about Mexico City, I have never heard of it being referred to as just 'Mexico'.

I realize this is an old post, but in case others, like me, are surfing this site for information for Mexico, here's a tip:

At most bus stations and airports in Mexico there are ticket counters in the exit areas where you purchase a "safe" ticket for taxis, which are waiting outside. By using this method, you are also guaranteed the regulated price. Rogue taxi drivers will often charge naive travelers outrageous rates.

I believe, but am not sure, that there is a complimentary bus from the new airport in Toluca to Mexico City. By the way, most Mexicans refer to Mexico City as Mexico. It IS confusing. Some call it DF (District Federal).
