I don't know of any cheap flights to San Sebastian from anywhere, but to Bilbao you can fly from Amsterdam or various places in Germany (Berlin, Hamburg, Frankfurt-am-Main) with Air Berlin and from Stuttgart and Cologne/Bonn with Tuifly.

You can flight with Ryanair from Frankfurt (Hahn) to Santander and then by bus to S.Sebastian

PS According to this you can only fly to San Sebastian at all with Iberia: http://www.spanish-web.com/airports/san-sebastian.php. So you would have to look at flights to nearby airports like Bilbao and Santander instead.

That was my experience several years ago in that only Iberia went to SS. You may also want to try Biarritz and then bus down or Vitoria Gaetiz (sp?) which is relatively close by and is more of an industrial town in the Basque area and thus possibly have more flight alternatives. Karl

Bilbao is much closer to SS than Santander, actually Bilbao is just half way from both cities. I would suggest to fly to Bilbao, and take a bus, just one hour.

This is a bit late but might be useful to other travellers.
Currently, low cost flights to Bilbao from Brussels are operated by Brussels Airlines (inherited from Sabena that went bust), from Germany you can fly Air Berlin. Most of them involve going via Mallorca!! but they are cheap. Lufthansa has several flights a day linking Bilbao with Berlin, Frankfurt, Munich, Cologne, Dusseldorf. Although it is a regular airline, they will have special offers on the smaller airports like Dusseldorf, so you can get good deals. No direct low cost or other flights from Netherlands as yet.
