Try looking for a homestay called John's homestay. Very comfortable, freindly and i guess it costs about Rs 1000 per night which includes breakfast.

I found Hotel Eastend to be the best, Its in munnar town, near to bus stand, very clean and tidy hotel with good food, and good service, its got an old english atmosphere in it. and i think it will come under the budget u mentioned,
