First, there are usually no lockers in Italy, due to a series of bombings in the 1970s...luggage storage at train stations is almost always a manned desk/room...your luggage MAY be subject to a search before acceptance.
Second, the Trenitalia website reports that there ARE "Left Luggage" services (Deposito Bagagli) at the station in Padova, as befits a large and busy station.
Third, because the Padova station is not one of the 13 largest (which do have their own website), I can't directly find the rate either; however, at the 13 largest stations in Italy, the rates are pretty consistently 3.80 euro for the first 5 hours, 0.60 euro for each additional hour from the 6th to the 12th, and 0.20 euro for each hour after the 12th (per piece, of course). I would expect the rates at Padova to be in that ballpark...
Sorry, I don't know about a hop-on/hop-ff bus in Padova...
