Go to www.NPS.Gov, and from there to the specific place you're visiting. From there, do a search for "accessible" on "This site" (search is in the upper left side of the page). For the Liberty Bell, you'll find this PDF file:

It is in a building that only has a ground level entrance so there isn't any problem to see the bell.
