Depends on what time you arrive at the airport. Taxi service is always available, however, there are buses that go to Pattaya too! (The taxi sign up desk just outside the arrivals hall.)
If you arrive during the day or early evening there is some bus service also available. Bell Travel has several bus runs leaving directly from the terminal. At the airport there is a nice new bus station that also has bus runs to Pattaya. To get to the bus station you have to take the free shuttle bus, ride takes around 6 - 8 minutes. If you do a search on this forum you will get some additional info and specific times. This Pattaya transportation question comes up pretty often.

Plenty of taxis or limos...you may find the cost to Pattaya is about 1300 baht - agree the cost before you start off and check if it includes motorway tolls (rtn from Pattaya starts at 800 baht)
2 routes motorway 7 or the highway 34 and 3 both have roadworks - the 34 is quieter but the 3 isn't. Time is 1.5 to 2 hours. DON"T let a tout in arrivals get you a cab....go downstairs to the kiosks and tables or pay more and go to a limo service. There are good buses now at about 120 baht.
