1) You would need to have found an employer to be able to obtain an employment visa, see http://www.saudiembassy.net/Travel/VisaReq-Employment.asp; employer has to apply for the iqama within 90 days of employee's arrival in S.A.
2) Once you are legally resident in S.A., your family can obtain a 1-year residence visa (or 6-month family visit visa, but as far as I know this is not extendable so they would have to leave the country to be able to apply to come back).
Forms are available on http://visa.mofa.gov.sa/eDefault.asp (in Arabic unless you use the versions at the bottom, for foreign embassies) but I don't see how you can use these from within S.A. and the only extensions provided for are for exit and re-entry visas (for when you are resident).

I think you will have problems trying to do this without returing to your home country. Best advice is to find a suitable employer who has Iquama capability and willing to employ you. You will then probably need to leave the country and apply for a work/residence permit on the basis of your Saudi sponsor - since the current visa prevents work.

Once back in your home country, you would then need to get medical and other documentation (legalised by your home country authority), plus potentially a security check to ensure you have no criminal history.

The exercise is long and painful, and often your family will not be able to rejoin you in KSA for 2-3 months pending your successful Iquama application.

Wish I had better news
