http://www.antel.com.uy/portal/hgxpp001.aspx?2,373,949,P,S,0,, There are a lot of "phone shops" where they can make phone calls at, I think, a cheaper rate. These shops are called Locutorios or Cyber cafés. They are all around Montevideo. They provide Internet conection at around 15 pesos / hour.
