Give suggestions for appropriate clothing while a tourist in Quito and traveling occasionally with tour groups--Both male & female attire

Quito is warm during the day and cold at night. Due to the altitude and with Ecuador being over the equator the sun is very strong and sun burn risk is high. Hat's are recommended (as well as sunscreen) to stop sun burn.
At night, a jumper (or sweatshirt for the Americans) is a must, and a thick one at that. As for dress codes in Ecuador, it is similar to that of western countries you can wear shorts / skirts / sleeveless tops etc.

Generally in Quito there are few restrictions to clothing, in terms of respect. I would advise fairly conservative dress, but that's not official. Definitely bring sunscreen or repellent sun, as the high altitude will definitely burn you... I turned pink in under an hour on a cloudy day.
And definitely bring raingear... if you'll be in Quito during the rainy season, squalls can come up suddenly and drench you, then leave just as fast. A light jacket or umbrella can make a huge difference. Be comfortable, and enjoy your trip.
