Yes, anyone can go into the shops just to look, while the shop is open to the public. Some of these shops offer private viewings for special customers, and during that time it is not open to the public. However, most of the shops on Rodeo Drive are open to the public during normal hours.
Sometimes they offer items at very reasonable prices during their sales, so look around, you might find a great bargin, I have at times.
It might be interesting to plan a stop for lunch at the Rodeo Cafe. The prices are reasonable, sit with a view of the street and you may even see someone interesting there or walking past.
