You can expect something between -0 to +5 depends on the day, it might be snow as well. I have been there when it was snowing already on October, but you never know.
Have good shoes and warm cloths. Tampere has a great nightlife, its a small city so most is in a walking distance from each other, check my tips.

is it safe(due to less temperature) to come in Nov with 1 year baby. I am from India where temperature ranges from 10 to 40 C.

Of course, we also have babies here you know.
Actually it is safer in the cold as there is no risk of dehydration. For the baby you will need warm clots, made of cotton & wool. Woollen socks, gloves and hat But really, no need to worry.

My VT-friend Gili has allready answered here, but I will tell you one thing:last two years it has been raining a lot on November-seems like every day..Letīs hope this year is better.Temperatue has been higher though, even close to +10c.When I was a child,it ws usually snowing-not raining in november.
About babys-Iīll have a shock for you:We Finns put babys to sleep(a nap at daytime-not at night for long sleep of course!) outside whole year through! Many people believe it helps them not to get flu and other illness.I believe itīs even proved to be true..Of couse babys have warm clothes when sleep out in -15c or so.So no need to worry.I believe that you will dislike the weather more than your baby.
