Sheraton. Beautiful rooms, very accomodating staff, walk to Guggenheim and right in front of the little train that goes all over town.

if you really want a top one, Gran Hotel Domine Bilbao, just in front of the Guggen. And it's wonderful rooftop reaturant!

I remember looking up at the restaurant in Belsaita's posting - not sure if they were having a private affair, or if it was fairly crowded, but what little I saw from the bottom seemed like people really enjoying themselves!
