There are the white taxis which you can book as you come out of the arrivals lounge. In fact you just pay the fare at the cashier there and you will not be ripped off.

Oh, really!? How interesting and probably convenient...., but I heard The white taxi in Malta is the most expensive.Is that true?

I don't think prices vary too much. Here are links to three car and taxi hire companies:

I used him for taxi service for three months. Then there's the Roma Garage of St Paul's Bay tel: 21577222. Agree on a price before you book the taxi.

From Luqa to where? Used to be a taxi booth in arrivals hall at luqa with set prices. Or try Avis who not only hire cars but also have a limo hire business. We use them when we have to catch an early plane out of Luqa and believe me the sight of a Merc arriving at 4.30 am is beautiful. They are not too expensive either. From our place near Mdina it costs about 8 LM
There is also a bus which will take you into the main bus station in Valletta
