Would Montevideo be a good place to spend New Year's? Is there anything going on, or does everyone leave the city?

Anyone with the means to do so will be at the beach or in the country. If you want a big New Years celebration try Rio

I disagree with the previous post ... Christmass and New Year's Eve in Montevideo are cool! Lot of drinking ... fireworks at midnight ... and party all the way till 7 AM!!
Uruguayans usually stay home for dinner and then go out after midnight, clubs get packed! I mean, it's not NYC and we don't have any Times Square ... but it's still a great party!!
