I just returned this July from South Africa; went on a tour; visited Capetown, Kruger, Jo'burg, etc. The 15Kg (44 lbs)one piece of checkin luggage limit applied to flying domestically within South Africa. International--2 luggages, each 66lbs on SAA. And 7Kg limit on carry-on; though it wasn't rigorous enforced by SAA.
We went to Victoria Falls from Jo'burg. Not wanting to take our big suitcases, we stored them at airport--$2 per 12 hours for each piece. Reclaimed on return to Jo'burg before flight home. You could do same before going to Kruger--assuming you're coming back to Jo'burg.
We bussed from Kruger (southern part)to Jo'burg before Vic Falls, took a whole day for us. I assume reverse travel would be no different timewise.
Being on tour was great for us first timers there. No need to worry about tranportation, hotels, etc--of course, you pay for service.
