The immediate area (Gare du Nord) isn't one of my faves (probably not yours either), but if proximity to Gare du Nord & price are the main pre-requisites, this place (below) is right across the street from the station:

They can book a "Large superor double room - air conditioned" (it's only a two star but looks clean) with double bed or twins (Sept will be hot, street will be noisy) for about 110Eu. (petite dejeuner in the am is probably about 12 Eu extra for both of them)

appear to be mostly favorable (about 3-to-1 positive: you won't get many "raves" for a two-star in this area), but since it's your parents we're talking about, I'd check it out some more if possible.
If they are not picky, and the Eu-110 price & being across the street from Gare du Nord for a quick-painless getaway in the morning are the most important features,
then if it was me, I'd reserve this hotel as a "starter-marker / standard" and then try to top it & find a nicer place / better deal for the same price or less within the same 2-street area.
Wish I could be more help, but staying by the station is what makes it a little bit of a challenge. Here's hoping someone in the vt forum has actually stayed across from the station and can recommend something better and more of a "sure thing" in your price range.
