I will be in Xian for a week on business and among the places I want to visit is the old Han capital. However, I find no tours that list this as a destination. I've read articles about the wonderful archeological work happening there and would like to know if there is any organized access for tour groups.

Here's the answer you really wanted complete with GPS coordinates: http://whc.unesco.org/en/tentativelists/114/ I'm not aware of any organized access for tour groups, but that shouldn't stop you from trying to visit the site as an interested individual. I say go for it, and mention UNESCO about 4 times in your request! You can reach it by taxi.
