Looks like it was taken from a helicopter or small plane. There are no really high mountains in that direction.
A hot air balloon? You could rent one.

Could be taken well from a Zeppelin NT. Actually the Zeppelins are quite well suited for making photos.
There are flights, but to my knowledge booked well in advance. Also not every flight will go above Lindau. http://www.zeppelinflug.de/
