I have a 5 1/2 hour layover in Doha next week and I would like to take a taxi to Souq Waqif and maybe the corniche to see what the city is like. Am I correct that I can just purchase a visa at the airport in Doha when I arrive? If so, how much does it cost?

Yes - if you are a US citizen, then you can. The price is 55 QAR.
