In our country BURMA,Nov to Dec is so lovely time for travel around, sky blue and cool breeze and light warm sunshine and not so much colder then West,23 degree centigrate everate.
Sun rise at 6:15 in NOV and 6:00 in Dec, Sun set at 5:00 in Nov and 4:30 in Dec. One of the unique country for traveler who go alone around the BURMA. The most safe country for the guests who live out side of the BURMA. So why are you waitng the time?and get ready to Burma. WELCOME TO BURMA

The end of november and beginning of december is THE best time to visit in my opinion. NOt too many tourists yet (not that Burma is overrun like Thailand). The weather is nice, not too hot but sunny and comfortable to actually do something (unlike a burmese summer with temperatures way over 40 C sometimes).
It is most definitely safe to travel here. I did so myslef for a while and never in my 2,5 years of travel flet as safe as here. So that is also a big yes to the bus/train question. Perfectly safe (apart from the odd flat tire, broken down bus or things like that so do plan to be in Yangon a day before you plan to fly out...;-) ) Have fun here
