How is Tartu in early August? A little bit dead? What's the best way (and the time or distance) to get between Tartu and Parnu?

Tartu IS a bit more dead in August, although it will depend on when you're going because people will start slowly coming back to be ready for another year in the uni. It doesn't mean there isn't plenty of things to do, though ;)

If you don't have a car then bus is the easiest way to travel between Tartu and Pärnu. The fastest buses should take less than 3 hours. You can check the times at www.bussireisid.ee

Tartu is a little quieter in August, I wouldn't say 'dead' but it depends what you're looking for I suppose. The best way to reach Pärnu is via Viljandi - it takes about 2 hours and if you don't have a car there are several buses a day.
