What's the best way of seeing the island of Negros? Is it possible to rent a car in Bacolod with an international driver's license? Or is it only possible to rent a car with a driver? What would be a reasonable rate?

I think its better to rent a car with driver since there are many unposted road signs. I know your international driver's license will be valid in the Philippines for 6 months upon arrival. You can buy E-Z map (Visayas edition) at any Philippine bookstore or at airports of major cities. Its not really very accurate but it will do. We use this guide when we travel.
