There are a couple of small resorts on Rarotonga and Aitutaki, but none offer all inclusive packages.

Hi.
I stayed at the Rarotongan Beach Resort in May. It isn't all inclusive, but you do get breakfast. The snorkeling right out the front of the resort is fantastic as it is one of the no fishing zones. The rooms aren't brilliant, but they're clean and comfortable. They just need some updating (I stayed in a garden view room, the more expensive ones might be better). The resort is on the south side of the island, and I found hiring a car to be the best way of getting around - there is a bus but car is more convenient. I would definitely go back to the Rarotongan Beach Resort. Hope this doesn't come too late to help.
