Yes, which restaurant in Tijuana are you looking for?
I give directions to Puerto Nuevo on my Rosarito Beach page. It's not too difficult, from the US border into Mexico just take the "Ensenada Cuota" road which will take you to Rosarito Beach, get off at the third exit, to the "Free" road and from there drive south until you reach Puerto Nuevo.

Assuming you are walking across the border, you can get buses from there to Puerto Nuevo easily.
In Mexico there are restaruants everywhere you look.
