IS it possible to get Benin visa at the Togo border or perhaps in consulate in Accra or Lome?

When we crossed the border from Togo to Benin at Christmas, the border officials were very disorganised - they didn't even have an entry stamp, let alone visas. We already had our visas, but we had to go to Cotonou to get our passports stamped before leaving the country. This took nearly five hours of sitting about in the grounds of the immigration office, waiting for the man with the key to the drawer where the stamp was kept etc.
What I am trying to say is, I would not rely on getting a visa at the border.

You should. It is a 2 or a 3 day visa which you extend at the buread d'immigration in Cotonou. It is relatively hassle free. Be patient, greet them correctly.
We heard some unconfirmed rumours that they stopped visa's at the border but that was months ago and I haven't heard from it since. Extending your visa in Cotonou is hassle free, two days.
