Check out Bay Ferries. the ferry lands in Caribou, which is probably 75 km from Cape Breton (more or less)
If you are travelling from the Gaspe to Cape Breton, unless you really want to see PEI (and it really is worth it) there is no point it travelling that way.
If you are on the Quebec side of the St. Lawrence, you'll have to go down to Monteal, I think to drive across or check out the various ferries:
Traversier Rimouski-Forestville -- car/passenger ferry that crosses the St. Lawrence River, between the towns of Rimouski and Forestville
Traversier / Ferry - Trois-Pistoles Les Escoumins -- This ferry operates between across the St. Lawrence River between Les Escoumins and Trois-Pistoles. It's in French and English but doesn't have a lot of information.
Rivière-du-Loup St-Siméon Ferry -- ferry crossing the Saint Lawrence River, between Rivière-du-Loup and St-Siméon. The site is in both French and English and has a good amount of travel and ship information.
Société de traversiers (Quebec) -- The Société de traversiers operates several ferries within the province of Quebec, mostly across the St. Lawrence River. The website includes information on specific routes, news (only in French), and contact information. There are also links to Quebec's privately owned ferries.
Société Inter-Rives De L'ile-Verte Inc. An interesting website with sound and animations. All in French, but it seems fairly informative. It connects the Ile Verte to mainland Quebec.
