I'm back from Baku and I really liked my 4 days stay there.
English is mostly spoken by young Azeris. We didn't face major difficulty in communication.
About Baku being a good place for tourism, well, it's hard to say. It depends about what are your criterias. We find the city very interesting, but don't expect to find museums and attractions with a lots of explanations for visitors.
We made a little excursion outside Baku (to Gobustan and Temple of fire). We had a good guide in the first place, but at the second place, it was catastrophic. We don't understand a word of what the guide was saying. So it may take some years for these places becoming really ready for tourism.
Baku was not cheap, but not too expensive. We paid 70$US for our hotel room; it was ok, but it was more a 40$US room.
The food is very good and not expensive. For exemple, a dinner at the Mugan (a restaurant in an old caravanserail in the old city, with some entertainement) cost 50 manats for two (with wine). A dinner at the Georgian restaurant recommanded in the Baku's tip on the VT page cost 35 manats (for two with wine), but we had so much food that the waiter made us a little wrapping so we ate the rest for our lunch the next day.
There was always many people on the street even at midnight, so we felt very safe on waking on the streets.
