Is it possible to get to downtown Baltimore or Washington, DC from a hotel near BWI Airport, for example Holiday Inn?

Yes. Get the shuttle from your hotel to the airport.
From the airport, take the free airport shuttle to the BWI Rail Station. From there, take the Amtrak or MARC (commuter train, only runs during weekdays, but is much less expensive, and a bit slower) to either DC Union Station or Penn Station in Baltimore. Simple.

Use Light Rail to get from BWI airport to downtown Baltimore. MARC will cost much more each way ($5 vs 1.60).
