Getting round lake garda

We are going to be staying in Manerba at the end of May. How do we get from Manerba to Malcesine by public transport, and is it worth hiring a car? Is it true the roads round the lake get busy?

It is a long time since I stayed in the area (about 10 years ago) - even then road around Lake Garda was very busy. BUt I seem to remember an excellent boat service that criss-crosses the lake stopping off at all major places. I would have thought you should be able to buy a pass. MAybe someone else can advise.
