I am told that there current a hold on Tibet Travel Permits. Because of the 5 American demostrating at the Mt Everest Base camp about beginning of May. I know this because I am going to Chengdu to catch the train to Lhasa. Those plans are now on hold also.I was told by the tour agency. I am told it may tak 5 to 10 days to get permit. Before you leave, contact a local hostel (guest house) for train and permit. The actual permit costs 6 USD, but can only be bought by tour agency. They jack up the price. Usually 200RMB (28USD)is a good price.
The train schedules can be looked up on the internet. From Chengdu or Chonqing, it take 3 days 2 night arriving Lhasa mid morning. If you are desparate and can not obtain a permit in time, get a Chinese to buy the train ticket. Train ticket have no names, just hope not to run in the PSB. I am told the the police will fine you 300rmb,which about the cost of the permit. Best to get permit. Fax copy of your passport and china visa to the tour agency you selected, send them some money. Train ticket are sold 10 days before departure. I am told they are hot items. Good luck.

Thank you Trueblu888 for your long message
I will make the permit in advance, for safety reason:). After checking in some information, I found that train from xining to Lhasa runs everyday, so no worry about schedule I heard there's fake permit sometimes, has anyway to avoid fake permit or we have no way to believe in Travel Agents you choose. Do you have address or mailing of any agent can do train ticket and permit from Xining, please advice. Thank you very much for you help

You can try www.Tibet4Holiday.com, legal Tour Operator in Lhasa. By the way, please provide the information of where will you visit to your travel agent, as this will be written in Tibet permit. If you will travel to shigtase, Everest Base Camp, these information will be written in TTB permit, then it will consider as legal visitto these place. However you will need another permit-PSB permit to visit area like Everest Base camp and unopen area.
