Busiest = SOGO department store entrance, Causeway Bay
Safest = Discovery Bay

The busiest places in Hong Kong is Mongkok and Causeway Bay.
For safe place, in fact most places in Hong Kong are very safe. Of course you should take some basic precaution as a tourist in some areas.
