There is a calendar of runs in the Isere department (Grenoble is in Isere) at this link: http://www.run38.com/apr.php . More specifically for Grenoble there is this site: http://www.dinoutoo.com/sport/grenoble/Course-a-Pied-44.html .

I don't cycle but this is the country of the Tour de France, so yes, it's extremely popular everywhere. Normally there is some 'club des sports' in the town that would have information on something like cycling clubs or races.
