Hi,
I don't think there will be a problem with your brother having a criminal record getting into Cyprus. Cyprus is its own country and not ruled by the UK. I bet there are a lot of people with criminal records living and holidaying there. My son has a minor criminal record and he lived there for a few years. For peace of mind you can always phone the Cyprus Tourist Board or Embassy in London for advise. Michael

Well - it depends what your brother was convicted of. In theory a country in the EU can deny entry to EU-citizens only if they fear that they may commit crimes in the country or otherwise pose a threat to national security. So if you're brother was convicted of a traffic offense he is not likely to be turned back at the border, if he was convicted of a violent crime he might.
The existance of the SBA (British bases) has no bearing on whether your brother will be admitted or not. George
