Can you currently get from kunming to lao cai by train? If not, what is the best way to get to China from Lao Cai?

The easiest is just to walk across the border, but yes there is a train to Kunming

There is NO TRAIN from KunMing to HeKou (on the border). There are sleeper and seated buses for this 12 hour journey (day is best o see the views).
Remember to get your VN VISA before leaving KunMing (consul in town) and that: (1) China time is 1 hour ahead of VietNam; (2) VN Border posts are open 07.30-18.30H AFTER LAO CAI the trains go to Ha Noi every evening.
