Is it best to take public transport (if there is any) or take a taxi? Roughly how long and how much would it be for 2 people? Thanks

It's about 60 km, so it won't be cheap.
Bus schedules are difficult to find online, my suggestions is to write one of the tourist agencies, or if you have alread booked accomodations, ask them. My random guess would be that there is a Podgorica-Budva bus at least once a day, and certainly one from the airport to town. good luck

The busses going to Bar every hour or even more often and it will cost you aroung 5 euros. Transport there is very reliable. Taxi will be about 50.
