I have a 5 1/2 hour layover in Doha on my way to India in late July because my flight arrives at 7:00 pm and my next flight does not leave until 12:30 am. Is that enough time for me to get a quick tour of the city in a taxi or something like that? Even just going somewhere for a good authentic Qatari meal before I continue my journey would be great. Do I need a visa if I leave the airport like that? If this is all possible, can someone recommend something for me to do or see or someplace for me to eat? Thanks.

Yes, you need a visa. You can get one at the airport if you have a credit card.
Your best bet would be to get in a taxi and head for Souq Waqif. It's a recently restored traditional souk, and about the closest you'll get to anything that would resemble historical authenticity.
