I like to stay in the Emita area of Manila, not far from the American Embassy. There is the Robinson Mall in this area, restaurants, hotels, bars, and a few travel agencies. These travel agencies have a set menu of some things to see and do, I do think that they are a little "over priced though!"
You can take in the Corregidor Tour, sound and light show, requires a boat ride. Your hotel can tell you how to sign up. Museums and churches, depending on where you stay, you may be able to walk to. You can take a meter taxi, tell the driver "Meter" and pay the meter price, prices are not too bad. Or you can take a Jeepney, jeepneys are fun, remember to have small change for paying taxi cabs and Jeepneys or they may not be able to cash your bill.
At the airport you will have a chance to pick up some free tourist type maps and other info. Here is some info you can check out. Just do some "cut and paste" to your address line.

When I was a young sailor in the P.I. for the first time, it was cheaper to ask a "girlfriend" to show me around town. This seemed to work out okay in lots of ways. Of course if you are accompanied by your wife this probably wouldn't work out too good for you!
A hotel concierge could direct you to some individual tour guides. Just by walking around or asking questions from your hotel desk clerks could head you in the right direction.
