When is the low or "off" season to visit Bora Bora?

when it's rainy often, it is hot, humid and there are more mosquitos.. and the typhoons are more frequent, during their Summer (except Xmas and NewYear's eve).
Anyway.. when you'll see the cheapest flight's fare, usually end Jan and Feb.

p.s. I suggest to go and enjoy Bora-Bora (and not only Bora-Bora) when is the best period, like July thru September, as is not a place where it happens to go often. From US there is AirTahitiNui, AirFrance and AirNewZealand which go from Los Angeles (Air Tahiti Nui also from NYC), look in advance (almost 10 months before) for a good flight fare.
In BoraBora there is not only five stars hotel, have a look at this site
www.tahitiguide.com very useful, you can see on a map the location of the resorts/hotels/petite hotelerie which in an island like Bora-Bora is very important to know. Why? Bora-Bora has (one) montain in the center, in afternoon there are place like ClubMed, Sofitel Marara, Novotel and Matai.. which say byebye to the sun till next day (nobody wake up at sunrise to go to beach)
Bora-Bora is simply fantastic... but the are no words to describe the colors.

I ask about the low season because all three of us can fly Los Angleles to Papeete to Bora Bora return for about $700 but it is standby only.
