We will be getting off a cruise ship at the Port in early Dec 07 will we be able to get a taxi cab, or bus from the Port to Vina and how much should we expect to pay. There will be two of us with a suitcase each. We only speak English and will be staying in Vina one night and leaving Santiago the following evening homebound for New Zealand. Thanks for any suggestions.

The easiest way will be to take the Metro , no more than ten to 15 minutes
For sure that a taxi will not be expensive Taxis are not expensive in Chile We did Santiago Valparaiso and return by bus with Tourbus for about 6$ Buen viaje!!!

from port of Valparaiso to Vina Del Mar there are plenty of buses, the trip will be less then 1 USD, for the metro you have to buy a card (if not changed) and a minum deposit should be always kept on it (nobody told us), so you don't just pay the trip but always you should have minimum as much as it is the trip between the two edges.. (this is a very tourist trap)
Take a bus, much cheaper! Also to Santiago get a bus, there are a lot of buses each hour at any time of the day, if you have to go to Santiago airport tell the driver, you'll stop before of Santiago where there are always taxi waiting for people, short and cheap trip to airport.

If you are getting off a cruise ship, you do not want to be trying to get on a bus or a train with your luggage. You will have to walk to get to either. Where you dock there will be a special area where you can make travel arrangements: taxis, tours, transfers. I'm not sure of the price but it is only about 6 kms away so it should not be much. You could do the bus from Viña to Santiago: Get a TurBus bus to Pajaritos station on the metro (tell the assistant Pajaritos when you give him your ticket), get off and catch an airport shuttle from there OR stay on the bus until it reaches the TurBus terminal and get the TurTransfer shuttle to the airport from there. You can probably buy the TurTransfer shuttle ticket with your bus ticket in Viña.
If you are flying LAN, they have about 4 shuttles a day from Viña to the airport for their passengers (I think it costs abt 10 US) and you need to book it with them. They do not leave from the bus terminal. Allow 2 hours for the Viña to Santiago, 45 mins for the transfer to a shuttle to the airport and 2 hrs for check-in. The first two times are generous, but you never know! December is a long way away, so check back closer to your trip for any updates.
