The most traditional hammams would be in the medina (old city), although they are still part of Moroccan life and easy to find in the new city.
My recommendation would be to stay in a riad (fancy guesthouse in a traditional courtyard-centered house) in the medina. Prices are roughly the same as hotel prices, but you get much more value, including a good breakfast. Riad La Tangerina (www.latangerina.com) has a traditional hammam on the premises. Other riads (search them all at www.moroccosavvy.com) would be able to direct you to a public one (and tell you what accessories are important to bring with you!).
