I believe there're no open borders. You'll have to go back to Beijing, or to Inner Mongolia in order to get to Outer Mongolia.

There is no need to go through Beijing. Here are the 2 simple steps:
1. Fly from Shenyang to Hohhot, Inner Mongolia 2. You can fly directly to Ulaan Bataar from Hohhot or fly to Xilinhaote (Inner Mongolia) and take the direct long distance bus to the border at Erlianhaote.
