why don't all of the wind mills work? It seems everytime we go through the valley, only a portion of the mill are in motion.

The electric power is at least difficult to "deposit". There-for the power plants that work all the time are those with big inertia: thermo and nuclear power plants; the other sources of electric energy (such as hydraulic power plants an wind mills) are usually used only to supply an over cota of demand, when and if it exists. And there is you answer, I believe!

Lack of proper maintenance is the answer. The windmills need to be maintained and there is little money supporting this energy source. Years ago more windmills worked. We have noticed a definite decline in the number of working windmills over the past 10-15 years.

The wind speed and direction has to be such to make it worth while for them to spin. Each mill has sensors to determine if it is cost effective to offset the wear and tear on the equipment.

California requires that the utility company buy any excess power produced by the mills. So demand has nothing to do with it.
