There are no visa requirements for entry into Andorra; however, the relevant regulations for France or Spain must be followed, depending on which country is transited to reach Andorra.
Technically speaking, all you need is a multiple entry Schengen Visa which allows you return back into Spain or France. This was confirmed on Andorra's government website: http://www.andorra.ad/ang/informacio_varia/faq/faq.asp#visat As long as you are legally in Spain or France, you may visit Andorra.
