Does anyone know whether it is possible to travel by boat from/to Cheboksary from either Ulyanovsk or Nizhny Novgorod? If you have any information I would greatly appreciate it. I would particularly like to know the duration and cost of such a trip.

There are a lot of cruise companies organizing the cruise tours. Just try to Google them. F.e. Tourflot.ru, http://tur.infoflot.ru/, and I found in English version: http://www.mosturflot.com/ (there are timatable and pricelist option there in).
Navigation on Volga is from may till September. According to the timetable trip from Cheboksary to Ulianovsk takes 1 day, Ulianovsk-N.Novgorod ab. 2 days.
