Has Ibarki-ken been affected by the earthquake? Telephone lines, etc? If so, how long before they would be up. Traveling to that would be easier knowing whether they have been affected by the earthquake. Please let me know.

Ibaraki-ken has not been affected by the recent earthquakes. The quakes were centered around Miyagi-ken, in the northern region of the main island. They were around 6.2, but didn't cause nearly as much damage as the storms did to Kyushu.
