Does anybody know is the Samdrup Jongkar/Darranga border a legal border crossing for western foreigners (from Bhutan to Assam) ?

Yes, it is. Daranga is 5 km from Samdrup Jongkhar. You will do you Bhutan exit formalities in Samdrup Jongkhar and India entry formalities will be done at Daranga. The Indian Immigration Gate is just after you cross a bridge.
